With more than 25 years of consultancy experience in the transport sector, Adrian Foster is a partner at Booz & Company, based in London. He has substantial involvement in a number of countries in institutional, management, investment, and regulatory analysis involving railways, ports, and shipping.

Mr. Foster also has considerable expertise in the design of public-private partnership deals, from establishing concessions to setting up special-purpose vehicles with structured finance to deliver public investment projects.

His key areas of expertise are concentrated in:

Examples of Mr. Foster’s engagements with Booz & Company include:

  • Providing due diligence on a proposed bank equity investment in a Russian rail container operator, including determining a preliminary valuation and an understanding of key business drivers, and identifying issues which might limit the company’s future value
  • Developing a restructuring strategy for a Middle East railway to improve cost recovery, including creating a blueprint for passenger and freight business development and realigning the organization to meet customer requirements
  • Developing a recovery strategy to improve business resilience for a mining railway in South America, starved of investment for decades; recommended a revised operating plan, maintenance strategies for infrastructure and rolling stock, sourcing strategy, manpower planning, and asset replacement strategy
  • Reviewed the effectiveness of the variable access charge of a European railway network and assessed the extent to which new information on usage-based costs should be included in the charging algorithms

A respected thought leader, Mr. Foster has authored or co-authored numerous articles and studies on industry topics, including “EU Task Force on Rail Infrastructure Charging: Summary Findings on Best Practices in Marginal Cost Pricing,” published in EU IMPRINT, and “Performance Regimes: Why They Fail to Deliver Their Goals,” published in Private Finance Initiative Journal.

Mr. Foster is a member of the International Consulting Economists Association and the Institute of Directors, U.K. Formerly employed by Travers Morgan, he holds a B.A. degree in economics from Leeds University.
