Defence
Government, the Armed Forces and the Defence Industry face transformational challenges as they respond to the new dynamic trends of the 21st century:
-
changes in the nature of war: from traditional roles of homeland defence and deterrence between states, Governments and Armed Forces are being increasingly challenged to develop complex, pan-agency coalition responses under the full spotlight of 24/7 media coverage by new global paradigms outside traditional areas of interest.
-
changes in the spectrum of conflict with an increased focus on the defeat of unconventional non-state actors in peacekeeping and counter-insurgency missions, the protection of vulnerable communities often under an international mandate, and the need to devise effective strategies to counter the proliferation of drugs, piracy and WMD.
-
changes in demands on technology to achieve information superiority, speed of response, precision and interoperability.
-
changes in the provision of capability through continuous improvement, spiral development and cradle to grave comprehensive through-life management require new acquisition models and partnered approaches.
