Dr. Leila Hoteit is a Principal with Booz & Company in the Middle East and a member of the public sector practice. She has 13 years of strategy and operation experience acquired through various projects in the Middle East and Europe. Dr. Hoteit focuses on the area of human capital, which encompasses education, culture, and women’s economic empowerment. She has led multiple assignments covering policy and strategy development, organization development, and strategy-based transformation for leading government entities in the MENA region.

On the education and culture front, recent engagements she has led include: the development of a strategic plan for P–12 (public and private) education for multiple countries in the region; the development of a business plan for a social sciences university that opened a campus in a GCC country; and the development of a market-potential and socioeconomic impact analysis for a large cultural district in a GCC country.

Dr. Hoteit today co-leads the work on the Third Billion Index. Booz & Company will publish the inaugural index in early 2012; the index builds on the Third Billion concept and provides a baseline for women's progress in the world of work. We will profile 13 countries around the world to determine what barriers women in those countries face as they attempt to become active economic agents; what companies and governments can do to increase women’s participation in the workforce and facilitate their advancement to senior positions; and what companies and governments can do to boost female entrepreneurship.

Dr. Hoteit has an MBA with distinction from INSEAD and a Ph.D. in signal processing from the Imperial College of London. She has authored multiple patents, including “Methods and Systems for Averting or Mitigating Undesirable Drilling Events” and “Seismic Acquisition and Filtering.” A citizen of both the U.K. and Lebanon, Dr. Hoteit is fluent in English, French, and Arabic.‎
