Carl Dumont is a New York-based partner specializing in IT for healthcare and life sciences. An enterprise architect with expertise in capability enablement, he has over 20 years of experience in pharmaceuticals, healthcare, financial services, and property and casualty insurance industries, specializing in IT strategy and technology innovation.

His recent client work includes:

  • The development of a product strategy for commercialization internal software via the cloud, including market assessment, competitor assessment, initiative development, and business case / implementation roadmap development
  • Working closely with the CEO of a Fortune 500 health plan to create a post-health care reform business model and product offerings
  • Working with senior management of a large health care payer to articulate overall vision and long-term health care value strategy including the identification of specific technical capabilities needed to support the vision, business case, and the delivery road map
  • Identified and audited promising e-business products for the gllobal investment group of a venture capital firm's e-strategy group
  • Led blueprint and architecture enablement for a Healthcare Savings Account (H.S.A.) product initiative; the program will integrate over 50 legacy systems via SOA integration
  • Developed and managed the delivery of a $20 million disease management strategy, which identified key business capabilities required to support the client’s three-year strategic plan
  • Developed a $185 million program for a U.S.-based life insurer that focused on new business segments with realization of benefits through 2011
  • Developed a global system surveillance and compliance application for a global investment bank to meet federal regulatory requirements and enhance banking brand, which will analyze track, trend and report on over 68 known illegal trading events and transactions

Prior to joining Booz & Company, Carl was the CTO at Wellpoint CTO, where he was responsible for post reform transformation blueprint and technology enablement. He was also a CTO/thought leader in the Health Care & Life Sciences practice at Deloitte.

Carl holds a Bachelor of Arts in Economics & Finance from Rutgers University, and a Masters of Science in Computer Science with focus on emerging and distributed technologies from the Stevens Institute of Technology in Hoboken, NJ.
