Abstract: An in-depth, research intensive overview of the state of education in the Gulf Corporation -- comprising Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates. The authors propose a strategy for improving the education sector, based on three elements: defining socioeconomic priorities, developing the appropriate operating model for the sector based on those priorities, and building the educational infrastructure to support that model.
